A smart gap?

I  noticed a significant gap between new data collected by Edison Research and Arbitron and current high school cell phone policies.

The Infinite Dial 2011 research (link below) revealed that one-third of teens now own a smartphone.  Yet most high schools have a zero tolerance policy covering all cell phones.

I wonder: will that gap close by the time schools reopen next fall or will it take a couple more years?
